President, Meeting UN Envoy to Iraq Plasscheart, Confirms that Forthcoming Elections are Essential to Democratic Self-Determination and Integrity, Transparency are Essential in Polling Process to Ensure Fair Representation of Iraqis in Electoral Pr


President Salih today at his residence in Sulaymaniyah received the Special Representative of the Secretary-General of the United Nations for Iraq, Ms. Jeanine Hennis-Plasschaert.
The President and the UNAMI chief affirmed their support for the statement of the highest Shiite religious authority, Grand Ayatollah Ali al-Sistani that the parliamentary elections due to be held in the next year are of great importance to Iraqis; the necessary conditions which give credence and confidence to the electoral process must be established; State program on applying social justice, prosecution of offenders as well as combating corruption need to be completed;  performance of Iraqi security forces must be boosted; impose the rule of law in addition to improving State regulation of weapons in the country are also imperative issues to be completed.
The President underscored the importance of following a roadmap for holding elections which begin with first, completing legislation on a fair electoral law that guarantees fair representation of Iraqis and enables them to do so their own free will to choose their representatives free from any influence and pressure. Therefore, its results would be consistent with the will of the people toward the change and the full faith in their representation in the Government and the Council of Representatives.
Furthermore, he noted that the second stage lies in the fact that the highest standard of integrity and transparency in the polling process should be established; it is necessary to take firm action aiming at preventing the fraud and manipulation of the electoral process, he added.
His Excellency President Salih stressed that the forthcoming elections are very important that will be held due to the demonstrations demanding reform and change. He stated that the next polling should be a true response to the national public opinion and to the requirements of the political life and civil services that Iraqis deserve in addition to be the peaceful path in achieving the desired reforms.
President Salih emphasized the need to ensure that Iraqis from all walks of life have a chance to participate in the elections. To these end, all lingering issues need to be settled; legal and administrative requirements need to be provided in a way that enables immigrants and IDP and others persons to participate in elections.
Moreover, he underlined the importance of the coordination between the UN Mission and the Electoral Commission to observe all stages of the elections process in a way that meets the requirements of fairness, transparency and will, and promotes trust and confidence among voters.
At the concluding of the meeting, emphasis was placed on the need to support the steps to combat the administrative and financial corruption, strengthen the role of security forces, monopoly over arms should be with the State, reform of State institutions as being a popular and national entitlement, build a safer, stable, sovereign Iraq and support it to address the challenges and prevent Iraq to be turn into battleground for various political agendas as it is a national priority, a regional and global imperative as well.
