Iraqi President Barham Salih issues decree to hold early parliamentary elections: We Need Free and Fair Elections

President of the Republic, Barham Salih, issued a decree on Monday, April 12, 2021, to hold early parliamentary elections on October 10. In it, he stressed that holding early elections comes in response to a populist movement demanding reform, stressing that securing the rights of Iraqis to choose their representatives without pressure, blackmail, or silencing is of the utmost necessity.

President Salih added that, by issuing the decree, the concerned state institutions are called to accelerate the fulfillment of the requirements for conducting fair elections. This must be done in a way that addresses the concerns and doubts of the segment of the population that were reluctant to participate in previous elections. The United Nations and the Electoral Commission must work together to ensure the integrity of the electoral process in a way that contributes to its success, and guarantees sovereignty and respect for the independent decision making of Iraqis.

President Barham Salih calls on Iraqis to prepare for elections, participate seriously, and use the ballot box to express their aspirations. This is an opportunity for Iraqis to prove that they are a vibrant people capable of enforcing their own will. For this, it is necessary to create the political climate required to alleviate the public’s suffering and achieve justice by choosing strong legislative and executive powers capable of maintaining Iraq’s sovereignty, preserving the state and its integrity, and establishing justice among citizens.

 The following is the text of the decree:

 "In the name of Allah the Merciful


Based on the powers bestowed upon us by the constitution and in light of the House of Representatives’s decision to dissolve itself, and after consulting with political leaders and social actors, I have signed the Republican Decree on holding early parliamentary elections on the tenth of next October.


The upcoming elections are of the utmost importance. They come in response to a populist movement demanding reform, and provide an opportunity to secure the rights of Iraqis to choose their representatives without pressure, blackmail, or silencing. The electoral process is a peaceful path to break beyond the country’s past.


The relevant state institutions, after the issuance of the republican decree setting the date of the elections, are called upon to expedite the fulfillment of the requirements for conducting fair elections in a manner that addresses the concerns and doubts of the segment of the population that were reluctant to participate in previous elections.


Within this context, we affirm the necessity of effective coordination between the United Nations and the Electoral Commission to ensure the oversight and integrity of the electoral process in a way that contributes to its success, and guarantees sovereignty and respect for the independent decision making of Iraqis.




We know that the elections will take place in difficult circumstances with the ongoing coronavirus pandemic. Unfortunately, the security challenges in the face of terrorism and those who violate the law still exist. However, we rely on our security services and the awareness of the Iraqi people to bear responsibility for the preservation and safety of the elections and voters.


The Iraqi people repeatedly prove that they are a vibrant people capable of enforcing their own will. They have the right to enjoy the benefits of their country and to lead a free and dignified life.


For this, it is necessary to create the political climate required to alleviate the public’s suffering and achieve justice by choosing strong legislative and executive powers capable of maintaining Iraq’s sovereignty, preserving the state and its integrity, and establishing justice among citizens.


We call on Iraqis to prepare for the elections, participate seriously, and use the ballot box to express their free will and fulfill their noble aspirations.


Let our voices be decisive and resolute in affirming a transition to a fair, stable and independent Iraq.
